Ingredients

Instructions
- Melt butter in a saucepan over medium heat. Add celery and green onions, sautéing until softened.
- Stir in flour and cook for another minute to create a roux.
- Heat milk in the microwave until warm, then pour into the saucepan. Whisk continuously to combine and eliminate lumps.
- Whisk in heavy whipping cream, tomato paste, Old Bay seasoning, salt, and pepper. Bring to a low simmer, stirring occasionally, until the bisque thickens.
- Stir in cooked shrimp and crab meat, cooking until heated through.
- Ladle into bowls, garnish with fresh parsley, and serve immediately.
